City of Hazelwood Hires CPA to Take the Helm of Finance Department

The City of Hazelwood has appointed David Tuberty, CPA, as the new Director of Finance.  He is replacing Lori Helle-Obermoeller who left a few weeks ago.  Tuberty will be managing a department staff of three individuals who have played key roles in continuing Hazelwood’s tradition of excellence in finance reporting.  For 19 consecutive years, the Government Finance Officers Association (GFOA) has presented Hazelwood with an Award of Financial Reporting Achievement.

Tuberty’s credentials include earning a B.S. in Business Administration with an emphasis in Accounting from the University of Missouri-St. Louis in 1991.  He also passed the CPA Exam in November 1990 and is currently licensed in the state of Missouri.  Up until the year 2010, Tuberty worked in the public accounting profession as a CPA.

From 2010 until now, Tuberty has been the Director of Finance for the City of Manchester.  As the chief financial officer for this municipal government, he has managed all financial and accounting functions of the City.  His primary responsibility was the City’s Budget, a financial document prepared with the City Staff and adopted by the Board of Aldermen.  Tuberty also oversaw the annual Audit of the City’s financial position.  He coordinated the audit with outside auditors and prepared the financial statement and supporting documents.

Some of his accomplishments while employed at the City of Manchester include the following:

  • In 2015, the City issued a Comprehensive Annual Financial Report (CAFR) for the first time in 10 years and earned the GFOA’s Award for Excellence in Financial Reporting
  • For the first time, a popular Annual Financial Report was issued and easily accessed by the general public
  • Oversaw the process of successfully converting to a new financial software.  This allowed for his department to coordinate multiple financial activities, involving budgeting, project management and payroll in a centralized format
  • The City now manages payroll in-house, saving in upwards of $30,000 annually in fees as well as staff time.

When asked what he liked best about being a finance director, he responded with this statement: “What I like best is that it brings together all my experiences from the past and allows me to utilize my accounting skills for the greater good,” David Tuberty said.  “I also like the fact that this position will allow me to serve the community and play a role in making things happen.”

Turberty has been active in the West County Chamber of Commerce as both a Board member and Treasurer.  His other professional memberships include the following:  Missouri Society of Certified Public Accountants (MSCPA); American Institute of Certified Public Accountants (AICPA); and the Government Finance Officers Association (GFOA).  His employment at the City of Hazelwood begins on September 11, 2017.

Turberty has been married to his wife, Mary Jo, for 25 years and they currently live in Manchester.  His family includes three grown children.
