In recognition of two decades of outstanding service to the City of Hazelwood, city attorney Kevin O’Keefe was presented with a 20-year service anniversary pin by Mayor Matthew Robinson and given a standing ovation by audience members during a recent Council meeting.
O’Keefe is a principal of the Curtis, Heinz, Garrett & O’Keefe law firm based in Clayton, Mo. His practice specializes in municipal law, urban development and redevelopment, tax increment financing and other economic development tools, as well as court trials and appeals. He was hired by the City of Hazelwood in February 1994 to serve as the city attorney. O’Keefe serves in the same capacity for other municipalities including Bellefontaine Neighbors, Bel-Nor, Bel-Ridge, Clayton, Cool Valley, Des Peres, Frontenac, O’Fallon, and Winfield.
He earned a B.A. from the University of Scranton and then received his Juris Doctoris Degree from the St. Louis University School of Law. O’Keefe’s Bar Admissions include Missouri, U.S. District Court Eastern District of Missouri, U.S. Court of Appeals for the Eighth Circuit, and the U.S. Supreme Court.
The Best Lawyers in America publication named him as “Lawyer of the Year 2012” in the specialty of Municipal Government Law for the St. Louis area. He received this special honor because of the extraordinarily high ratings his peers gave him in their surveys. O’Keefe has earned the respect of his peers for his abilities, professionalism, and integrity.

O’Keefe is often called to speak at conferences and seminars to share his vast experience in the areas of municipal law, employment practices, land use issues, as well as planning and zoning. His sessions are always well attended due to his reputation for being “spot on” with his knowledge of municipal government and his ability to entertain audiences with a clever sense of humor.
He and his wife, Joie, have two grown children and a beautiful granddaughter.
