David Leezer was appointed City Manager of Hazelwood on July 1, 2025, after serving as Interim City Manager since November 1, 2024, and Assistant City Manager since June 2022. In his role, he leads city operations, oversees economic development, communications, government relations, labor negotiations, and the municipal court system.
Since joining Hazelwood, Leezer has helped attract nearly $20 million in new investment from companies such as Concrete Strategies, Pivot Bio, Icon Design, and Bamboo Partners, and has guided the redevelopment of the former St. Louis Mills Mall. He also created the Hazelwood Relocation Assistance Program (H-RAP) to support workforce recruitment.
A Certified Economic Developer (CEcD) and Fellow Member (FM) of the International Economic Development Council, Leezer was named one of the nation’s Top 50 Economic Developers by Consultant Connect in 2021.
